Dave Reel’s expertise in issue advocacy, communications, association management, consulting and political campaigns; as well as relationships throughout the mid-Atlantic region, makes him an integral part of Quantum’s leadership team. Dave primarily serves Quantum’s Maryland, Virginia and Washington DC clients.

A member of the Quantum team in the early 2000s, Dave was a vital contributor to the firm’s early success. He left to serve as executive director of the Home Building Association of Richmond, Virginia, and, most recently, as president and CEO of the Maryland Hotel & Lodging Association in Annapolis, Maryland. The Pennsylvania native returned to Quantum in 2015.

In Maryland, Dave launched and managed successful lobbying campaigns on more than 30 legislative initiatives at the state and local level. His advocacy successes have earned him a reputation as a results-driven team player that turns clients’ visions into reality. A proficient coalition builder, he recruited and managed a broad-based coalition of 15 organizations advocating a post-Labor Day school start for Maryland public schools - ultimately leading to the Governor issuing an Executive Order mandating this change.

Dave and the team at Quantum have advocated on behalf of the Manufactured Housing Institute of Maryland (MHIM) and have provided strategic counsel on advocacy strategies to the Maryland Chapter of the National Association of the Remodeling Industry (NARI).

His accomplishments have been recognized with an Award for Excellence in Government Affairs from the International Society of Hotel Association Executives, four Association Excellence Achievement Awards from the National Association of Home Builders and two Local Association of the Year Awards from the Pennsylvania Builders Association.

Dave holds the Certified Association Executive (CAE) designation from the American Society of Association Executives. He has served on the adjunct faculty at the University of Virginia’s School of Continuing and Professional Studies, and the faculty at the U.S. Chamber’s Institute for Organization Management, and has taught for the Nonprofit Institute at the College of Southern Maryland.

He is President of the Central Chesapeake Chapter of the Public Relations Society of America. is a member of the Board of Directors of the Mid Atlantic District of the Public Relations Society of America and is a member of the Maryland Government relations Association

Dave has a BA (with distinction) in Political Science and an MPA in Public Administration from Penn State. At Penn State, he hosted a public affairs call-in show on WPSU, the campus radio station; and was inducted into Pi Sigma Alpha, the National Political Science Honor Society.
